Chelsea Football Club has come under scrutiny after breaching Premier League regulations during a period when they signed several high-profile players. Among those deals was the arrival of Eden Hazard, who chose to join Chelsea FC despite attracting interest from other elite European sides. The violations, which occurred between 2011 and 2018, involved undisclosed payments made through third parties to players, agents, and related entities. As a result, the club received a record fine of £10.75 million along with a suspended transfer ban.
The situation came to light after current owner Todd Boehly, who took over from Roman Abramovich in 2022, voluntarily disclosed the information to the league. This cooperation likely reduced the severity of the punishment, helping the club avoid a heavier fine or potential points deduction. A detailed 28-page report released by the Premier League outlined the transactions, identifying the parties involved and linking them to specific player transfers.
According to the findings, Chelsea made 36 separate payments totaling £47.5 million to 12 individuals or organizations. These payments were funneled through intermediaries, many of whom were based in offshore locations such as the British Virgin Islands. Although the league concluded that including these payments in official financial records would not have violated profitability and sustainability rules, the deliberate omission was deemed a serious breach. Investigators described the actions as intentional misconduct involving hidden financial dealings and misleading reporting, allegedly carried out with the approval of certain senior officials at the time.
Several notable transfers were connected to these undisclosed payments, though the players themselves were not accused of wrongdoing. A significant portion of the funds—£23 million—was reportedly used to facilitate deals involving players such as Ramires, David Luiz, André Schürrle, and Nemanja Matić. Additional unreported payments were tied to the signings of Samuel Eto’o and Willian. Smaller amounts were also distributed to staff members, including Frank Arnesen and advisor Piet de Visser, under the classification of salaries.
Despite the controversy, this era proved highly successful for Chelsea on the pitch. Between 2011 and 2018, the club secured seven major trophies, including two Premier League titles and a UEFA Champions League triumph. Many of the players linked to the report played crucial roles in these achievements. Hazard, in particular, stood out as a transformative figure, earning multiple individual accolades while helping the team to domestic and European success. Others, like Willian, Matić, Luiz, and Ramires, also made significant contributions, reinforcing the squad during one of the most successful periods in the club’s history.
